Prime Minister of Sudan’s Foundation Alliance (TASIS), Mohammed Hassan Al-Ta’aishi, on Wednesday, issued an order guaranteeing unhindered humanitarian access across the country, including the establishment of a national body to oversee aid operations.

The order creates the National Humanitarian Access Authority under the Prime Minister’s supervision. The body will manage visas and residency for aid workers, customs, and movement permits, and coordinate with international agencies. It will also submit monthly implementation reports.

Humanitarian organizations are granted freedom of movement, with permit applications required to be processed within seven days.

The order exempts humanitarian shipments from customs duties and taxes, requires clearance to be completed within seven working days, and authorizes cross-border, air, and river operations, with specific entry points to be determined later.

It further criminalizes the harassment of aid workers and beneficiaries, warning that any public official who obstructs aid delivery will face administrative and criminal penalties, including dismissal, fines, or imprisonment.

The order is scheduled to take effect one month after its publication in the Official Gazette.
