Nearly 200 leading figures from Sudanese civil society have appealed to the Quartet countries to step up efforts and pressure the warring parties to engage in negotiations and reach a peace agreement that would end the country’s devastating conflict.
The appeal was made in a memorandum submitted on Tuesday, November 4, 2025, to the foreign ministers of the Quartet countries, with copies sent to the UN Secretary-General and the Chairperson of the African Union Commission.
The memorandum called on the UN Security Council and the African Union Peace and Security Council to fully endorse the Quartet Mechanism Roadmap and grant it authority to take firm measures to protect civilians using all available means under international law.
Signatories included political organizations, academics, diplomats, writers, artists, lawyers, professional and union leaders, civil society representatives, and members of emergency and resistance committees.
They voiced full support for the Quartet Mechanism’s efforts to end the war, describing its latest actions as “a real step toward just peace” and “a glimmer of hope to put out the country’s flames and restore life to millions of Sudanese.”
The memorandum urged the Quartet to press both the Sudanese Armed Forces and the Rapid Support Forces to accept an immediate and unconditional cessation of hostilities and sign the proposed humanitarian truce, paving the way for a political process that would restore unity and stability.
The signatories affirmed that Sudan’s future must be civil and peaceful—excluding military actors and war instigators from politics, restoring civic freedoms, uplifting the voices of victims, and completing the revolution’s path toward a nation of peace and justice.
